What do the terms fluid group 1 and 2 according to the Pressure Equipment Directive mean?

Article 13 of the Pressure Equipment Directive divides fluids into two groups:

  • Fluid group 1: hazardous fluids
  • Fluid group 2: fluids not belonging to group 1, in the case of a mixture of substances none of the fluids may belong to group 1.

Fluid group 1: Hazardous fluids

Hazardous fluids within the meaning of the Pressure Equipment Directive are substances and mixtures as defined in Regulation (EC) No 1272/2008 (CLP Regulation), see Article 2, points 7 and 8 and Annex I, Parts 2 and 3:

pyrophoric solids, category 1;
(x) substances and mixtures which in contact with water emit flammable gases, category 1, 2 and 3;
(xi) oxidising liquids, category 1, 2 and 3;
(xii) oxidising solids, category 1, 2 and 3;
(xiii) organic peroxides types A to F;
(xiv) acute oral toxicity, category 1 and 2;
(xv) acute dermal toxicity, category 1 and 2;
(xvi) acute inhalation toxicity, category 1, 2 and 3;
(xvii) specific target organ toxicity – single exposure, category 1.EN L 189/182 Official Journal of the European Union 27.6.2014
Group 1 comprises also substances and mixtures contained in pressure equipment with a maximum allowable temperature TS which exceeds the flashpoint of the fluid;

Fluid group 2: not referred to in point (a).

Fluid group 2 consisting of substances and mixtures not referred to in point (a).

How to obtain the classification of a specific substance or mixture?

a) EU safety data sheet according to the REACH Regulation (EC Regulation No. 1907/2006) Annex II

  • Every substance manufacturer must issue and constantly update an EU safety data sheet for his substance placed on the market.
  • The EU safety data sheet also contains the classification according to the CLP Regulation).

b) Substance databases

  • There are some substance databases that are publicly accessible. For this purpose, the substance name, CAS No., EC substance No. or the index No. must be entered.
